THE EFFORT BEGAN IN EARLY 1970, WHEN THE COMMISSION OF THE EUROPEAN COMMUNITIES SPONSORED SIMULTANEOUS SURVEYS OF THE PUBLICS OF THE EUROPEAN COMMUNITY. THESE SURVEYS WERE DESIGNED TO MEASURE PUBLIC AWARENESS OF, AND ATTITUDES TOWARD, THE COMMON MARKET AND OTHER EUROPEAN COMMUNITY INSTITUTIONS; IN COMPLIMENTARY FASHION, THEY ALSO PROBED INTO THE GOALS GIVEN TOP PRIORITY FOR ONE'S OWN NATION. THESE CONCERNS HAVE REMAINED A CENTRAL PART OF THE EUROPEAN COMMUNITY'S RESEARCH EFFORTS--WHICH WERE CARRIED FORWARD WITH ANOTHER SIX-NATION SURVEY IN THE SUMMER OF 1971 THAT GAVE SPECIAL ATTENTION TO AGRICULTURAL PROBLEMS. THESE THEMES WERE OF CENTRAL INTEREST AGAIN IN A SURVEY OF THE PUBLICS OF THE EUROPEAN COMMUNITY COUNTRIES--NOW NINE IN NUMBER--CARRIED OUT IN SEPTEMBER, 1973. AT THIS POINT THE SURVEYS TOOK ON A SOMEWHAT BROADER SCOPE IN CONTENT AS WELL AS IN GEOGRAPHICAL COVERAGE, WITH MEASURES OF SUBJECTIVE SATISFACTION AND THE PERCEIVED QUALITY OF LIFE BECOMING A STANDARD FEATURE OF THE EUROPEAN COMMUNITY PUBLIC OPINION SURVEYS. IN 1974, THE COMMISSION OF THE EUROPEAN COMMUNITIES LAUNCHED THE EURO-BAROMETER SERIES OF THE SURVEYS, DESIGNED TO PROVIDE A REGULAR MONITORING OF THE SOCIAL AND POLITICAL ATTITUDES OF THE PUBLICS OF THE NINE MEMBER-NATIONS, FRANCE, GERMANY, GREAT BRITIAN, ITALY, THE NETHERLANDS, BELGIUM, DENMARK, IRELAND AND LUXEMBOURG. CARRIED OUT IN THE SPRING AND FALL OF EACH YEAR, A TOTAL OF THIRTEEN EURO-BAROMETERS HAD BEEN COMPLETED BY THE SPRING OF 1980. IN ADDITION TO OBTAINING REGULAR READINGS OF SUPPORT FOR EUROPEAN INTEGRAT- ION AND THE PERCEIVED QUALITY OF LIFE, GIVEN EURO-BAROMETERS HAVE EXPLORED A VARIETY OF SPECIAL TOPICS. THUS EURO- BAROMETER 3 (CARRIED OUT IN THE SPRING OF 1975) PROBED INTO PUBLIC ATTITUDES TOWARD THE ROLE OF WOMEN IN ECONOMIC, SOCIAL AND POLITICAL LIFE. BAROMETER 4 CARRIED A SUPPLEMENT- ARY SECTION ON CONSUMER ATTITUDES. BAROMETER 5 INCLUDED AN INVESTIGATION OF MASS PERCEPTIONS OF AND ATTITUDES TOWARD POVERTY AND TOWARD MULTINATIONAL CORPORATIONS. BAROMETER 6 CONTAINED AN EXPANDED SERIES OF QUESTIONS CONCERNING THE COMMON MARKET, IN CONNECTION WITH THE FACT THAT IT WAS THEN ENTERING ITS TWENTIETH YEAR OF EXISTENCE. BAROMETERS 7 AND 10A COMPLEMENTED EACH OTHER IN AN EXPLORATION OF PUBLIC ATTITUDES TOWARD SCIENCE AND TECHNOLOGY, WHILE EURO-BAROMETER 8, CARRIED OUT IN THE FALL OF 1977, INQUIRED ABOUT ATTITUDES TOWARD EARLY RETIREMENT, AS WELL AS A II FURTHER EXPLORATION OF ATTITUDES TOWARD THE ROLE OF WOMEN. BAROMETER 9 INCLUDED A SECTION ON EMPLOYMENT AND ATTITUDES TOWARD UNEMPLOYMENT AND BAROMETER 11 FOCUSED ON THEMES RELATED TO CHILD-REARING AND THE FAMILY. BAROMETER 12 FOCUSED EXCLUSIVELY ON ATTITUDES TOWARD THE INSTITUTIONS OF THE EUROPEAN COMMUNITY IN THE WAKE OF THE EUROPEAN PARLIAMENTARY ELECTIONS ON JUNE 10-12, 1979. IN ADDITION, ATTITUDES TOWARD THE ORGANIZATION AND ROLE OF THE EUROPEAN PARLIAMENT HAVE BEEN EXPLORED IN EACH EURO-BAROMETER BEGINNING WITH NUMBER 7 IN THE SPRING OF 1977. EURO-BAROMETERS 9 AND 10 TOOK UP THE QUESTION OF WHETHER EUROPEANS APPROVE OF THE DIRECT ELECTION OF THE EUROPEAN PARLIAMENT, WHILE BAROMETERS 11 AND 12 SAMPLED REACTIONS TO THE CAMPAIGN AND TO THE NEWLY ELECTED EUROPEAN PARLIAMENT. ATTITUDES TOWARD EXPANSION OF THE EUROPEAN COMMUNITY HAVE ALSO BEEN PROBED. THIS ENTIRE SERIES OF PUBLIC OPINION SURVEYS HAS BEEN CARRIED OUT UNDER THE DIRECTION OF JACQUES-RENE RABIER, SPECIAL ADVISOR TO THE COMMISSION OF THE EUROPEAN COMMUNITIES; HELENE RIFFAULT OF FAITS ET OPINIONS WAS RESPONSIBLE FOR CROSS-NATIONAL COORDINATION OF THE FIELDWORK; RONALD INGLEHART OF THE UNIVERSITY OF MICHIGAN COLLABORATED WITH THEM IN DESIGN AND ANALYSIS OF THE SURVEYS, AND IN HELPING MAKE THE RESULTING DATA AVAILABLE TO THE SOCIAL SCIENCE COMMUNITY THROUGH THE ICPSR DATA ARCHIVE. AS OF EURO-BAROMETER 13, THE SERIES CONTAINS 121 NATIONAL SURVEYS COORDINATED ACROSS BOTH TIME AND SPACE. KEY QUESTIONS IN THIS DATA COLLECTION HAVE BEEN ASKED IN COMPARABLE FORM ACROSS NINE NATIONS AT GIVEN TIME POINTS, AND ACROSS A PERIOD OF TEN YEARS IN GIVEN COUNTRIES. IT IS HOPED THAT THESE DATA WILL PROVIDE A VALUABLE RESOURCE TO EMPIRICALLY-ORIENTED SOCIAL SCIENTISTS. THE PRINCIPLE INVESTIGATORS WISH TO ACKNOWLEDGE THE SUPPORT OF THE NSF, GRANT NUMBER SOC-7914619, FOR THE CLEANING AND PROCESSING OF THE STUDY. III STUDY DESCRIPTION EURO-BAROMETER 13 WAS CONDUCTED BY JACQUES-RENE RABIER, SPECIAL ADVISOR TO THE COMMISSION OF THE EUROPEAN COMMUNITIES, HELENE RIFFAULT OF FAITS ET OPINIONS, AND BY RONALD INGLEHART OF THE UNIVERSITY OF MICHIGAN. THIS STUDY IS PART OF AN ON GOING PROGRAM OF PUBLIC OPINION RESEARCH SPONSORED BY THE EUROPEAN COMMUNITY. THE FIELDWORK WAS CARRIED OUT BY A CONSORTIUM OF EUROPEAN ORGANIZATIONS IN ALL NINE NATIONS OF THE EUROPEAN COMMUNITY. RESPONDENTS FOR EURO-BAROMETER 13 WERE INTERVIEWED IN APRIL, 1980. IN ADDITION TO QUESTIONS ABOUT ATTITUDES TOWARDS EUROPEAN INTEGRATION, LIFE SATISFACTION AND SOCIAL GOALS REPEATED FROM EARLIER EURO-BAROMETERS, THIS STUDY CONTAINS A BATTERY OF QUESTIONS DEALING WITH PROBLEMS OF REGIONAL DEVELOPMENT WITHIN THE EUROPEAN COMMUNITY. ATTITUDES TOWARDS EXPANSION OF THE EUROPEAN COMMUNITY TO INCLUDE GREECE, SPAIN, AND PORTUGAL WERE ALSO MEASURED. THIS STUDY ALSO CONTAINS A SET OF ITEMS SPONSORED BY THE U.S. INTERNATIONAL COMMUNICATIONS AGENCY CONCERNING PREFERENCES FOR POLITICAL AND MILITARY TIES WITH NATO, THE EAST EUROPEAN BLOC, OR FOR A POLICY INDEPENDENT OF BOTH BLOCS. IV WEIGHTING INFORMATION AND FREQUENCIES THE DATASET FOR EUROBAROMETER 13 CONTAINS TWO SEPARATE WEIGHT VARIABLES. THE EUROPEAN WEIGHT, VARIABLE 6, PRODUCES A REPRESENTATIVE SAMPLE OF THE EUROPEAN COMMUNITY AS A WHOLE WHEN USED IN ANALYSIS. THIS VARIABLE ADJUSTS THE SIZE OF EACH NATIONAL SAMPLE ACCORDING TO EACH NATION'S CONTRIBUTION TO THE POPULATION OF THE EUROPEAN COMMUNITY. THIS WEIGHT ALSO ADJUSTS THE FRENCH, DUTCH, DANISH AND BRITISH SAMPLES TO PRODUCE INTERNAL REPRESENTATIVE SAMPLES FOR THESE COUNTRIES. THIS DATASET ALSO CONTAINS A NATION-WEIGHT, VARIABLE 7, WHICH ADJUSTS THE FRENCH, DUTCH, DANISH, AND BRITISH SAMPLES TO PRODUCE REPRESENTATIVE SAMPLES FOR EACH OF THESE COUNTRIES. THIS VARIABLE WAS NOT FURNISHED BY THE PRINCIPAL INVESTIGATORS, BUT WAS COMPUTED BY THE ICPSR STAFF TO GENERATE CODEBOOK FREQUENCIES COMPARABLE TO THOSE REPORTED FOR EARLIER EUROBAROMETER CODEBOOKS THIS WEIGHT WAS CONSTRUCTED FROM THE EUROPEAN WEIGHT FURNISHED BY THE PRINCIPAL INVESTIGATORS, AND THE EUROPEAN AND NATION WEIGHT VARIABLES IN EUROBAROMETER 12 (VARIABLES 4 AND 5 IN THE ICPSR VERSION OF THIS DATASET). BRIEFLY, THE EUROPEAN WEIGHT PROVIDED WITH THIS DATASET WAS FIRST RESCALED TO A METRIC COMPARABLE WITH THAT FOR THE EUROPEAN WEIGHT FOR EUROBAROMETER 12. A "PURE" EUROPEAN WEIGHT FOR EUROBAROMETER 12 WAS THEN CONSTRUCTED BY DIVIDING THE EUROPEAN WEIGHT, WHICH ADJUSTS BOTH FOR THE RELATIVE POPULATIONS OF EACH COUNTRY AND INTERNAL SAMPLING FACTORS WITHIN EACH COUNTRY, BY THE NATION WEIGHT, WHICH ONLY ADJUSTS FOR INTERNAL SAMPLING FACTORS. THE RESULTING WEIGHT REFLECTS ONLY THOSE ADJUSTMENTS NECESSARY TO PRODUCE A REPRESENTATIVE SAMPLE FOR THE EUROPEAN COMMUNITY AS A WHOLE AND IS, SUBSEQUENTLY, A CONSTANT WITHIN EACH NATIONAL SAMPLE. THIS "PURE" EUROPEAN WEIGHT FOR EUROBAROMETER 12 WAS THEN DIVIDED INTO THE EUROPEAN WEIGHT CONTAINED IN THIS DATASET TO PRODUCE A WEIGHT WHICH REFLECTS ONLY INTERNAL ADJUSTMENTS TO THE FOUR AFFECTED NATIONAL SAMPLES. THIS CONSTRUCTED NATION WEIGHT WAS THEN USED TO GENERATE THE FREQUENCIES REPORTED IN THIS CODEBOOK. THE USE OF THIS WEIGHT FOR ANALYSIS SHOULD BE UNDERTAKEN WITH SOME CAUTION. ANALYSTS INTERESTED IN THE DISTRIBUTION OR TRENDS IN OPINIONS WITHIN THE EUROPEAN COMMUNITY AS A WHOLE SHOULD MAKE USE OF THE EUROPEAN WEIGHT; WHILE THOSE V INTERESTED IN COUNTRIES WHOSE SAMPLES REQUIRE NO INTERNAL ADJUSTMENT DO NOT NEED TO APPLY ANY WEIGHT IN ANALYSIS. THE SITUATION IS SOMEWHAT MORE COMPLICATED FOR ANALYSTS WISHING TO INVESTIGATE OPINIONS IN THE FOUR COUNTRIES FOR WHICH NATION WEIGHTS HAVE BEEN CONSTRUCTED, PARTICULARLY THOSE INTERESTED IN CHANGES IN OPINIONS OVER TIME. THE NATION WEIGHT CONTAINED IN THIS DATASET PRODUCES NATIONAL DISTRIBUTIONS VERY CLOSE TO THOSE GENERATED BY APPLICATION OF THE EUROPEAN WEIGHT FOR MOST OF THE MAJOR VARIABLES CONTAINED IN THIS DATASET, BUT USERS SHOULD BE AWARE THAT THIS WEIGHT WAS NOT USED TO DRAW THE SAMPLES FOR THESE COUNTRIES AND ITS APPLICATION MAY PRODUCE MISLEADING RESULTS FOR PARTICULAR GEOGRAPHIC OR DEMOGRAPHIC DISAGGREGATIONS. ANALYSTS WISHING TO ASSESS CHANGES IN ANY OF THESE COUNTRIES OVER TIME BY COMPARING THESE DATA WITH EARLIER OR LATER EURO-BAROMETERS WOULD BE WELL ADVISED TO USE THE EUROPEAN WEIGHTS IN ANALYZING THESE DATA. WHILE THIS PROCEDURE MAY INTRODUCE SOME SLIGHT DISTORTION DUE TO CHANGES IN THE RELATIVE POPULATIONS OF THESE COUNTRIES OVER TIME, THIS POTENTIAL DISTORTION IS BOTH SMALLER AND MORE EASILY DEALT WITH THAN THAT INTRODUCED BY THE USE OF THE NATION WEIGHT CONTAINED IN THESE DATA. ANALYSTS REQUIRING MORE INFORMATION ON THE CONSTRUCTION OF THESE WEIGHTS ARE INVITED TO CONTACT ICPSR FOR DETAILS. THE UNWEIGHTED N OF THE FILE IS 8827. APPLICATION OF THE EUROPEAN WEIGHT PRODUCES A WEIGHTED N OF 19,969,668. THE NATION WEIGHT PRODUCES A WEIGHTED N OF 9,014 AND WAS USED TO GENERATE THE FREQUENCIES IN THE CODEBOOK. THESE FREQUENCIES HAVE BEEN TRUNCATED RATHER THAN ROUNDED. IX DATA PREPARATION AND FORMATTING THE DATA RECEIVED BY THE ARCHIVE WERE FIRST SORTED AND CHECKED FOR MISSING OR DUPLICATE RECORDS. DUPLICATE CARDS WERE VERIFIED AND REMOVED. THE DATA WERE THEN CHECKED FOR ILLEGAL(WILD) CODES AND INCONSISTENCIES WERE RECODED TO APPROPRIATE VALUES OR MISSING DATA. USERS SHOULD BE AWARE THAT THIS PROCESS PRODUCED GEOGRAPHIC AND INCOME CODING SCHEMES FOR SOME COUNTRIES THAT ARE NOT IN ALL CASES COMPARABLE TO THOSE IN EARLIER EURO-BAROMETERS. THESE DIFFERENCES ARE DESCRIBED IN THIS CODEBOOK IN NOTES TO THE APPROPRIATE VARIABLES. INDICES WERE INCLUDED AS CREATED BY THE ORIGINAL INVESTIGATORS. THE DATA ARE AVAILABLE FROM THE CONSORTIUM IN TWO FORMS, A CARD IMAGE FILE OR AN OSIRIS DATA SET. THE CARD IMAGE FILE CONTAINS 2 DECKS PER RESPONDENT IN A FORMAT BASED ON 80 COLUMN PUNCHED CARDS. THE DECKS FOR EACH RESPONDENT ARE SORTED IN ASCENDING ORDER. THERE ARE TWO COMPONENTS TO THE OSIRIS DATASET. THE OSIRIS DICTIONARY GIVES THE LOCATION AND FORMAT OF EACH VARIABLE IN THE OSIRIS DATA FILE. THE OSIRIS DATA FILE IS CONSTRUCTED WITH A SINGLE LOGICAL RECORD, WITH A LENGTH OF 129, PER RESPONDENT. THE DATA FILE CAN BE ACCESSED BY SOFTWARE PACKAGES WHICH DO NOT USE THE DICTIONARY BY SPECIFYING THE COLUMN LOCATION OF THE DESIRED VARIABLES. THESE LOCATIONS ARE CONTAINED IN THE OSIRIS DICTIONARY OR IN THIS CODEBOOK. THE STUDY STAFF FOR EURO-BAROMETER 13 DEVELOPED AN EQUIVALENT FRENCH AND BRITISH QUESTIONNAIRE FOR THIS STUDY. THESE QUESTIONNAIRES WERE TRANSLATED INTO OTHER LANGUAGES BY THE NATIONAL POLLING FIRMS WHO CONDUCTED THE SURVEYS. THE ENGLISH LANGUAGE QUESTIONNAIRE WAS USED IN CONSTRUCTING THIS CODEBOOK AND IS INCLUDED IN AN APPENDIX. COPIES OF THE OTHER NATIONAL QUESTIONNAIRES ARE AVAILABLE FROM ICPSR ON REQUEST.
