Guide to Codebook:

The full text describing the variable includes the volume of the Daily Congressional Record (DCR) from which the vote derives. For the roll call vote variables themselves (V11-V560), included are the outcome in terms of yeas and nays, the name of the initiator, and the relevant bill or resolution number with a synopsis of the issue along with the number of Republicans (R), Independents (IND), and Democrats (D), who voted for and against the rollcall in question. The Democratic vote totals are further subdivided into the number of yeas and nays of both Northern Democrats (ND) and Southern Democrats (SD). In this dataset, Southern states encompass Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, and Virginia.For variables V11-V560 the label includes the date when the vote took place followed by the roll call vote number; for example, in " February 28, 1991 10017", 10017 indicates roll call vote number 0017 in the First session of the Congress, voted on February 28, 1991.

Abstract:

Roll call voting records for both chambers of the United States Congress through the second session of the 104th Congress are presented in this data collection. Each data file in the collection contains information for one chamber of a single Congress. The units of analysis in each part are the individual members of Congress. Each record contains a member's voting action on every roll call vote taken during that Congress, along with variables that identify the member (e.g., name, party, state, district, uniform ICPSR member number, and most recent means of attaining office). In addition, the codebook provides descriptive information for each roll call, including the date of the vote, outcome in terms of nays and yeas, name of initiator, the relevant bill or resolution number, and a synopsis of the issue.

Sources Statement

Data Sources:

Materials for the House from the 1st through the 75th Congresses and for the Senate from the 1st through 73rd Congresses were keypunched from the Congressional Vote Analysis Collection originally prepared by Clifford Lord under Works Progress Administration auspices. Data for the Senate from the 74th through the 78th Congresses were supplied by Richard W. Kirkendall, the University of Missouri. Data for the House from the 76th through the 78th Congresses, and for both chambers of the 79th Congress through the 101st Congresses, were prepared by ICPSR staff utilizing the DAILY CONGRESSIONAL RECORD. Data for both Chambers from the 102nd through the 104th Congresses were prepared by Congressional Quarterly, Inc.;

Cleaning Operations:

CQ prepared the 102nd Congress roll call voting records in accordance with its acknowledged high standards of quality control. Upon receipt of these data from CQ, ICPSR performed an extensive set of operations intended to check the files for accuracy and correspondence to authoritative source materials. These included checking each data file for illegal or inconsistent code values, comparison of selected vote totals and descriptions with those appearing in the annual CQ ALMANAC, and preparation of SAS and SPSS data definition statements as well as full, machine-readable documentation.
